The subgroups were formed at the second Pacific Northwest multi-stakeholder meeting, and membership was open to all stakeholder participants. Each subgroup performed a SWOT analysis (strengths, weaknesses, opportunities, threats) of its issue.

    1. The Recycling System

The Recycling System group examined the existing recycling system for electronic products in the Northwest, and needs for the future.

    2. Policy and Regulatory System

The Policy and Regulatory group explored how governmental policies and regulations, at all levels, govern recovery and handling of e-scrap. They then examined how to achieve a better system, which supports e-waste recycling and product stewardship.

    3. Design

The Design group considered how products can be designed for effective end-of-life management and toxics reduction, and how design issues can be productively inserted into the current regional and national electronics dialogues.

    4. Market Drivers

The Market Drivers group looked at various mechanisms that can be used to achieve the objectives of the system, prioritizing market and financial mechanisms over mandates.
